SunCal, the Oak Knoll master developer, is seeking an artist or team of artists who will create permanent art that is inspired by the experiences of those who practiced healing arts at the Naval Medical Center. The art may be composed of landscape, hardscape and/or three-dimensional form and should engage pedestrians enjoying the park. Artists must work with SunCal landscape architects to ensure that the art is integrated into the park plan. This project will require materials that are
permanent, durable, weather resistant and low maintenance.
Project Description
The two-acre Creekside Entry Park is at the primary entrance to the Oak Knoll community, between Mountain Blvd, Creekside Parkway and Rifle Range Creek. During the Rifle Range Creek restoration, the riparian corridor will be cleared of all invasive species and debris remaining from Naval activities, and arborists and botanists will assess the health of the trees and native plants in the
corridor. Some damaged and diseased trees will need to be removed, as well as all non-natives. The new park will adjoin the restored creek and will be landscaped with a native California palette.
Budget
The Creekside Entry Park budget is $200,000.The project budget must cover all expenses related to the design (design documents, renderings and/or other media as required to communicate the artist's concept to stakeholders and approving bodies); transportation and accommodation of artist; permits, fees, and business license required by the City of Oakland; insurance; materials and
fabrication of artwork; and site preparation, transportation and installation of the artwork.
Selection Process
The three finalists will be paid a $1000 honorarium to complete their proposals. Finalist interviews and proposal presentations with the selection panel will be conducted in Oakland, California, in March 2017. Finalists' proposals must include an itemized budget, a project timeline, a project narrative and maintenance requirements.
The three finalists will be provided with the names of individuals who served at the Naval Medical Center. They will be required to interview these contacts, via email or phone, so their proposals may reflect and/or be informed by firsthand experiences.The selection panels final decision will be based on the strength of the proposal and past public art experience. The selection panel finalist will be submitted to SunCal for approval.
